POLIO VIRUS CONTAMINATION

News

  • Regarding recent polio virus contamination reported in India.

Major highlights

  • Issue
    • Routine surveillance detected the Type 2 vaccine virus in stool samples from children in Uttar Pradesh, implying that someone was still making the vaccine.
    • Further investigations revealed that the OPV, made by a Ghaziabad-based firm called Bio-Med, contained traces of the Type 2 vaccine virus.
  • Can vaccine cause polio
    • Vaccine-Associated Paralytic Polio (VAPP):
      • Here, in extremely rare cases, the vaccine virus mutates into a virulent version of itself, causing disease in the child who received the vaccine, or in a person who came in contact with the child.
      • VAPP causes isolated cases and not outbreaks because it doesn’t spread from person to person.
    • Vaccine-Derived Polio Virus (cVDPV)
      • The second way in which the vaccine can cause polio is through Circulating Vaccine-Derived Polio Virus (cVDPV).
      • Here, too, the vaccine virus mutates into a virulent version, but spreads from person to person, causing outbreaks.
      • For this to happen, though, the vaccine virus must circulate among people for at least around 12 months.
      • During this transmission, the virus has a chance to mutate.
      • This usually happens in communities where vaccination rates are low. cVDPV, too, is extremely rare.
    • Can contamination cause VAPP or cDVPV?
      • According to the virologist, it can, but the probability is small.
      • For instance, the risk of VAPP is extremely low, in general.
      • cVDPV, on the other hand, is a bigger worry, because the Type-2 vaccine virus is the most likely to turn cVDPV among all the three.
    • Bigger concern:
      • The Central Drugs Standard Control Organisation ought to trace the source of the contamination, which it hasn’t done yet.
      • Unless this happens, it won’t be able to prevent incidents of larger contamination in the future.
      • Uttar Pradesh health authorities haven’t made it clear how widespread the contamination was.
      • Early media reports said 1.5 lakh vials were contaminated.
      • Assuming 20 doses per vial, this is around 3 million doses. The previous calculations of low risk are based on this number.
      • If a substantially larger number of doses was administered, the risk would grow.

 Mission Organic Value Chain Development for North East Region

  • Mission Organic Value Chain Development for North East Region (MOVCD-NER) is a Central Sector Scheme, a sub-mission under National Mission for Sustainable Agriculture (NMSA), launched by the Ministry of Agriculture and Farmers Welfare for implementation in the states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura, during the 12th plan period.
  • The scheme aims to development of certified organic production in a value chain mode to link growers with consumers and to support the development of entire value chain.
  • Objectives:
    • To develop crop commodity specific organic value chain and address gaps in organic crop production, wild crop harvesting, organic livestock management and processing handling and marketing of organic agricultural products.
    • To empower producers with program ownership by organizing them into FIGs with the final aim to federate into farmer producer organizations/ companies.
    • To replace conventional farming/subsistence farming system into a local resource based, self-sustainable, high value commercial organic enterprise.
    • Developing commodity specific commercial organic value chain under integrated and concentrated approach with end-to-end facilities for production, processing, storage and marketing.
    • Development of organic parks/zones with facilities for collection, aggregation, value addition, processing, storage and market-linkages for specific commodities requiring capital-intensive technology.
    • Develop NER products as brands/labels through brand building and facilitating stronger marketing access under the ownership of growers‟ organizations/ companies.
    • Creating state specific lead agency (Organic Commodity Board or Organic Mission) for coordinating, monitoring, supporting and financing the development and operationalisation of an entire value chain.

Rashtriya Gokul Mission

  • The “Rashtriya Gokul Mission” has been launched by the Government for conservation and development of indigenous breeds in a focused and scientific manner.
  • The mission also envisages the establishment of integrated cattle development centres , Gokul Grams to develop indigenous breeds including up to 40% nondescript breeds.
  • Objectives
    • Development and conservation of indigenous breeds.
    • Breed improvement programme for indigenous cattle breeds to improve their genetic makeup and increase the stock.
    • Enhancement of milk production and productivity.
    • Upgradation of nondescript cattle breeds using indigenous breeds.
    • Distribution of disease-free high genetic merit bulls for natural service.
  • Rashtriya Gokul Mission is being implemented through “State Implementing Agencies (SIA) viz Livestock Development Boards.
  • The scheme is implemented on 100% grant-in-aid basis.

  • Power Minister inaugurates INSPIRE 2018; gives away awards to the winners of the #InnovateToINSPIRE challenge

Major highlights

  • Ministry of Power has recently inaugurated the International Symposium to Promote Innovation & Research in Energy Efficiency.
  • This is the second edition of INSPIRE and is being organised by Energy Efficiency Services Limited (EESL) and the World Bank.
  • The three-day symposium will focus on enhancing grid management, e-Mobility, financial instruments and technologies for energy efficiency in India.
  • The #InnovateToINSPIRE challenge was also organized by EESL and World Resources Institute (WRI).
  • The challenge invited participants to submit sustainable and scalable solutions to seven specific challenges spanning grid management, e-Mobility, energy efficient technologies and financial instruments.
  • Significance
    • To support investments in new, innovative and scalable business models, EESL and Asian Development Bank (ADB) signed an agreement for a Global Environment Facility (GEF) to establish an Energy Efficiency Revolving Fund (EERF).
